Below are some representative project summaries of past projects IntelliWaste, Inc. has completed for both public and private clients around the country. These are just a few of the many projects we have led in the past 20 years. 
HUMBOLDT WASTE MANAGEMENT AUTHORITY, EUREKA, CALIFORNIA
Engagement: Financial and Operational Review of the Arcata Community Recycling Center and Development of an Operational Contract

Description of Services: IntelliWaste has been continuously retained since September 2009 to conduct an operational and financial analysis of the Samoa Recycling Center, a non-profit material recovery facility serving the general Humboldt County area. Our scope of work included conducting an operational efficiency review of the facility; a financial analysis of the Company’s revenues and expenses to determine what the tipping fee impacts could occur if the HWMA entered into a multi-year operational Agreement with the facility or decided to purchase the MRF. Work included a refunding Bond analysis of the Authority’s Bonds in the event the HWMA purchased the facility. We also developed an operating Agreement in the event the Authority entered into a contractual arrangement with the facility. A presentation was made by IntelliWaste to the Authority Board on March 2010; the issue is currently under review by the Authority. We are currently engaged as of May 2011 to assist the Authority in the preparation of a request for Proposal (RFP) for transportation and processing of recyclables for the Authority’s Member Agencies jurisdictions. We are responsible for all aspects of preparation of the RFP, and recommendations of the final vendor.
​​COUNTY OF SAN BENITO, CALIFORNIA
Engagement: Analysis of an Operating Agreement at John Smith Road Landfill

Description of Services: IntelliWaste, Inc. was retained in November 2010 to assist San Benito County regarding an analysis of an Operating Agreement at John Smith Road Landfill with the current operator. On September 14, 2010, the County directed the revision of the current Operating Agreement including material changes in the scope of services to be provided by the provider, as well as significant revisions in Landfill ownership liability and responsibility of the County. Subsequently, IntelliWaste engaged by the County to provide an independent, third-party, expert review and opinion of the merits of the Agreement between the parties. Specifically, IntelliWaste’s scope of work and goal was to determine whether this is a “good deal” for the County on a long-term basis, both from a financial and operational perspective. To analyze and test the “good deal” assumption, we developed both qualitative and quantitative approaches to the available data and information which allowed us to opine on the issues and prepare findings and recommendations for the San Benito Board of Supervisors’ (Board) consideration. Our report and findings formed the basis of an approved new operating Agreement. The engagement was successfully conducted under very aggressive scheduling and time constraints to the satisfaction of all parties involved. We are currently assisting San Benito County through its membership with the Central Coast Recycling Market Development Zone (CCRMDZ) in a survey of recycled feedstock usage within the four Counties that made up the CCRMDZ.

Engagement: Landfill Economic Feasibility Study; Master Planning City Solid Waste Collection and Transfer Station System

Description of Services: We have been engaged in 2008 to assist the City in a top to bottom operational and economic analysis of the City’s solid waste system including collection, transfer station/recycling and Landfill services. Our guidance and recommendations are resulting in the City reducing operating expenses, improving operational efficiency and robust planning for the future. We have  also provided litigation support in development of a new customer contract for users of the facility. We have also developed a revised disposal contact agreement with the site’s principal customer on behalf of the City.

IntelliWaste performed an Economic Feasibility Study of a waste import proposal from a private company for non-exclusive landfill dumping authorization at the City of Fallon Russell Pass Landfill during 2003-2004. IntelliWaste was retained by the City to analyze the financial and operational aspects of the proposal including transportation analysis from the private company and to provide the City with guidance in this matter. Specifically, the work involved a review of the City’s financial pro forma for acceptance of additional solid waste from the company to ensure that the City is made whole from this material change in the Landfill operations. IntelliWaste also assisted the City in crafting a customer service contract that stipulated the legal and operational terms and conditions for use of the facility. The outcome of this work was a successful private-public partnership arrangement that turned a marginal rural landfill in to a future major disposal facility.

IntelliWaste prepared an update in 2009 to the Solid Waste Management Plan (SWMP) submitted jointly by the City of Fallon (City) and the County of Churchill (County) to the Nevada Division of Environmental Protection (NDEP) in accordance with Nevada Administrative Code (NAC) 444.658. This Plan requires each municipality to submit a plan for approval to NDEP which comprehensively describes the current management of solid waste within the borders of the jurisdiction. The City of Fallon (an incorporated City of Churchill County) and Churchill County have established a relationship in which the City and County are jointly responsible for solid waste management within the jurisdictional area, although there is no formal written agreement to this effect. The SWMP prepared by IntelliWaste identifies the procedures and implementation steps the City and County are taking to comply with current regulations pertaining to the management of solid waste collection, recycling and disposal activities within the jurisdiction. The SWMP is intended to serve as a working document to help guide the City and County to progress in meeting the goals of the Solid Waste Management Plan. 

IntelliWaste continues to advise the City of Fallon on all waste management related issues including operations of the Russell Pass Landfill and Fallon Transfer Station.
City of Vacaville, California
Engagement: Bi-Annual Regulatory Rate Review, Evaluation of Automated Collection, Curbside Recycling and Yard Waste Programs, and Material Recovery Facility (MRF) RFP Development

Description of Services: Since 1996 through the present (2010), IntelliWaste has assisted the City of Vacaville on the rate review of the franchised solid waste hauler that includes:

• Analyze audited and interim financial statements, the franchisee rate application and budget, other financial schedules, and supporting documentation and assumptions;
• Determine appropriate bases, metrics and methodologies for allocating expense items;
• Identify budget variances and their sources, evaluate them against projections and assumptions, and address problematic items appropriately;
• Perform verification procedures to analyze the company’s expenditures, revenues (by source), asset allocations and report results;
• Review and test allowable costs including inside City limits (ICL) and outside City limits expenses;
• Attest to the accuracy and reasonableness of the proposed rate increase or decrease proposed by franchise.

We are also provided financial and technical consultation to the City for the selection of a vendor to construct a 450 tpd Materials Recovery Facility (MRF). IntelliWaste prepared the bid/RFP document, analyzed proposal responses, and prepared a formalized ranking process along with developing a Contract Agreement. We also assisted the Public Works Department in the preparation of a Closure and Post-Closure Plan for historical waste placed beneath a major City property. Using our extensive expertise in guiding City staff, the client saved significant monies by internalizing the work instead of retaining an outside engineering firm.
Ecology Center, Berkeley, California
Engagement: Review of Collection Rates, Operational Performance and Review of Operating Agreement of the Ecology Center Curbside Recycling Program for a revision of services for the City of Berkeley, CA

Description of Services: In 2008, IntelliWaste assisted the non-profit company Ecology Center in extending their contract agreement for residential curbside recycling collection services with the City of Berkeley. On behalf of the Ecology Center, we prepared a plan to the City to seek a multi-year agreement to enable the organization to better plan for the future and to seek additional revenues to support these services. The work included requesting additional revenues from the City to increase wage and benefit packages for represented union workers (and staff) to bring their compensation on par with the industry and those employees doing similar duties for the City. Other topics we examined included adding additional personnel (maintenance, public education, and outreach); examining the potential for securing on-site or a nearby basic maintenance facility; exploring the option for the Ecology Center to take over the City’s multi-family recycling collection services; and streamlining monthly accounting reports among other issues.
Morgan Stanley Infrastructure Inc., New York City, N.Y
Engagement: Analysis of Potential Acquisition Opportunities in the Waste Management Industry in the Western United States for Morgan Stanley Infrastructure Inc.

Description of Services: Morgan Stanley Infrastructure Inc. (MSI) is a $4 Billion dollar investment fund seeking to partner with or purchase companies with long-term stable growth and above market returns on investment. IntelliWaste was retained by MSI  to identify and analyze waste industry companies in the Western United States that have business models that meet the basic criteria of the MSI investment strategy. Such criteria includes companies that have strong franchise agreements with local municipalities; EBITDA margin in the low 30% and an EBIT margin of 13-15%; strong and predictable cash flows adjusted for inflation; own landfill and transfer station assets; and management teams seeking to broaden its business plan through acquisitions by accepting a minority or majority investment interest with MSI.  After analyzing targeted companies, IntelliWaste prepared a confidential report with background on each company that provides MSI with concrete data and intelligence to make an informed decision regarding follow-up steps of approaching the company(s) for further acquisition discussions.
County of Solano, California
Engagement: Review of Collection Rates and Operational Performance of Vacaville Sanitary Service (VSS) and Solano Garbage Company (SGC) for the County Board of Supervisors

Description of Services: IntelliWaste was retained in October 2003 to perform a review of the rates and operational performance of Vacaville Sanitary Service (VSS) and Solano Garbage Company (SGC). IntelliWaste's scope of work included analyzing the financial statements, the rate application, and budget for fiscal year 2003, other financial schedules, and supporting documentation and assumptions of VSS and SGC. Determined appropriate bases and methodologies for allocating expense items; identified budget variances and their sources, evaluated them against projections and assumptions, and addressed problematic items appropriately; performed detailed verification procedures to analyze each company's expenditures, revenues (by source), asset allocations, and reported results; provided an opinion to the accuracy and reasonableness of the current rates charged by each company; recommended procedures to analyze future rate applications from the companies; and prepared a revised service agreement. IntelliWaste also prepared two Service Agreement contracts to detail service requirements, terms, conditions and rates for a 10-year period.

Description of Services: Retained in 2009 to the present to provide comprehensive project planning and implementation for a proposed transfer station and 1,000 tons per day material recovery facility (MRF). Our approach developed a detailed conceptual level plan and financial pro forma which was submitted to the City of Reno to initiate more detailed discussions and eventual approval of the project. The project is on-going and the client is anticipating monies from a local bond issuance in 2010.
Fulcrum BioEnergy, Inc., Pleasanton, CA
Engagement: Transfer Station and new MRF Development Plan

Description of Services: Since April 2008 through the present, IntelliWaste has provided Fulcrum BioEnergy with solid waste consulting services relating to the development of a next generation commercial production plant that converts municipal solid waste to ethanol. The first plant, scheduled to open in 2010, will process nearly 90,000 tons annually of MSW and will be located in Storey County, Nevada. IntelliWaste has also provided consulting services pertaining to feedstock supply, transportation and processing.

Engagement: Feasibility Study for Development of a Landfill to Accept Imported Municipal Solid Waste from Container Ships

Description of Services: In 2007, IntelliWaste was retained to analyze in detail the operational and financial aspects and to perform due diligence for developing the Company’s drying impoundment into a permitted solid waste facility able to accept municipal solid waste from a variety of external sources. Additional beneficial uses of the solid waste stream could include receiving and processing recyclable materials for reuse and sale of commodities, generation of methane gas from the landfill, and potentially a facility to process refuse derived fuel for electrical power generation.Our approach to this engagement was to review and analyze the various components of the project operationally and financially within a framework of a vertically integrated solid waste management system. The operational analysis of this feasibility study was based on solid waste industry operating standards where applicable for transportation of municipal solid waste and disposal thereof. Our financial analysis was based on such industry guidelines as the United States Environmental Protection Agency publication EPA 530-R-95-041, “Full Cost Accounting for Municipal Solid Waste Management”. In addition, we employed various operational and financial models using proprietary methods developed by IntelliWaste for similar projects to test sensitivity to key conditions, which were measured against criteria and goals established by the Company.

Engagement: Litigation Support: Ralph Family v. Republic Services, Vasco Road Landfill, Livermore, CA

Description of Services: Retained in 2003 as a consulting expert/witness for the plaintiff team, developed and provided detailed audit-level investigation of gate receipts and waste type allocations for a royalty agreement/landfill valuation between the two-parties at the Vasco Road Landfill, a 2,500-tpd facility. Examined over 10 years of retrospective data providing compilation of key case elements. Supported strategies for the present value of future royalties that resulted in client agreeing to accept $13 million settlement from Republic Services, the second largest waste management company in the industry. Case received national coverage in the press.

Description of Services: Litigation Support: Humboldt County v. City of FortunaRetained in 2001/2 as a consulting expert/witness for the defense team and Humboldt County Waste Management Authority at their Cummings Road Landfill facility. Provided financial and operational analysis of the historical charges and operations at the landfill; developed strategies and a sophisticated, retrospective data model with assumptions for defined allocations of expenses and liabilities at the landfill for member cities (Landfill Regulatory Cost Allocation Analysis). Deposition as expert given on May 7, 2002. Client prevailed in the case.
Smurfit Recycling Company (Oakland, California); LITIGATION SUPPORT
Engagement: Litigation Support: Smurfit Recycling Company v. Waste Management of Alameda County

Description of Services: Retained in July 2004 as an expert consultant by Smurfit Recycling Company, as the plaintiff, regarding breach of contract of WMI in failing to deliver recyclable curbside paper from WMAC territory. Provide advisory service on waste stream flow dynamics in the SF Bay Area; testing of processing costs and comparisons of tipping fees and fee uses at other facilities in the area; performed a trade-off analysis of single stream versus dual stream recycling systems processing costs. Case was settled in favor of the client as plaintiff.

Engagement: Marketing Study to Determine the Feasibility for Rail Haul Delivery of Los Angeles and Surrounding Counties Waste to a New Landfill

Description of Services: Retained in 2005 to assist the president and chief operating officer of a large waste management company in determining the market for new landfill capacity serving the Southern California Counties of Los Angeles, Venture, Orange, San Bernardino and Riverside Counties. The study determined the feasibility of using waste-by-rail as the transportation media for export of area waste to an adjacent state. Engagement entailed compiling the waste stream characteristics of 82 cities in Los Angeles County; determine available landfill capacity for the next 25+ years; needs assessment of new landfill space in area; analysis of landfill competitors. Report formed the basis of a presentation to the company Board of Directors that used the document for strategic planning and as a guideline for future investment in the area of up to $150 million.

Description of Services: Retained in April 2005-2006 as an expert consultant in an acquisition to determine the value of this landfill for its outside, Big 4 auditing firm. Engagement included formulating comparative sale data; asset allocation and valuation; determination of capacity; cost of acquisition; engineering closure costs; water rights value; and intangible asset allocations. Our work resulted in approval of the valuation asset under AICPA rules and regulations.

Engagement: Litigation Support: United States Department of Homeland Security v. 17.65 acres of Land (Landfill Valuation), San Diego County

Description of Services: Retained in July 2005 as an expert consultant by a confidential client to determine the value of a proposed landfill site after the United States Department of Homeland Security condemned and took 17.65 acres of land for border security. Engagement included preparing conceptual landfill design and capacity determinations, formulating comparative sale data; asset allocation and valuation; and cost of site development, and future closure costs. Deposition given on October 5, 2005 to Department of Justice (DOJ) attorneys. Case was settled out of court in favor of the client as plaintiff.

Engagement: Operational and Financial Performance Review of Solid Waste Collection Services; Financial and Performance Review of Solid Waste Collection, Recycling and Disposal Rates; Preparation of a Report of Disposal Site Information

Description of Services: IntelliWaste performed an Operational and Financial Performance Review of Solid Waste Collection Services for the Amador County Board of Supervisors during 2002-2003. This report quantified and projected the potential valuation of the Buena Vista Landfill (Landfill) project alternatives to the County described in the Staged Environmental Report (SEIR) currently in preparation. The report provided a description of the Buena Vista Landfill financial alternatives, discusses the valuation methodology for each applicable alternative, and presents the results of the potential financial obligations or gains from the alternatives to the ratepayers and the County.IntelliWaste completed a comprehensive financial and performance review of solid waste collection, recycling and disposal rates for the County Board of Supervisors. Tasks included reviewing financial and operational data from two of the County’s franchise haulers and providing an opinion and findings on the reasonableness of each company’s services and proposal to increase rates. Work resulted in the County employing a new rate application process using IntelliWaste recommendations for County specific allocated costs from each company.IntelliWaste also assisted the County in the preparation of a revised Report of Disposal Site Information (RDSI).

Description of Services: From 1999-2002, IntelliWaste provided solid waste management planning, assessment and legal agreement development services for the County Board of Supervisors with private haulers licensed to operate within the County.

Our scope of work included reviewing background information, interviewing key stakeholders, drafting a collection service agreement, development of a rate view methodology based on an analysis of current and projected financial operating information, and development of a County-wide integrated waste management system.

City of Avenal, California
Engagement: Settlement Negotiations and Contract Agreement Support for the City of Avenal Landfill with a Confidential Operator; Preparation of a Response for Proposal for the Operation of the City of Avenal Landfill

Description of Services: IntelliWaste, Inc. has been retained by the City of Avenal since October 1999, through legal counsel Farley, Seng & DeSantos to determine a fair and reasonable cost per ton for delivery of solid waste to the City of Avenal Landfill with a confidential Contractor.

The cost for disposal (tipping fee) which the City will charge is based on the fully loaded cumulative expenses to process the anticipated volumes of solid waste from the Contractor over the term of the contract agreement period which is initially established as 10 years. IntelliWaste has employed financial accounting methods known in the waste management industry as "Full Cost Accounting" (EPA 530-R-95-041) to ensure that the City is properly compensated for its cost of doing business with the Contractor.

Our tasks include implementing a systematic approach for identifying, summing and reporting the actual costs of solid waste management, taking into account past and future outlays (capital improvements), oversight and support service (overhead), and operating costs.

In 2001, IntelliWaste assisted the City in a competitive procurement contact for long term operations of the City landfill. IntelliWaste designed and prepared the bid/RFP document, conducted propose workshops and meeting, analyzed proposal submittals and ranking using a formal ranking methodology. The outcome of the engagement was a successful procurement process and public-private arrangement and finding a landfill operator that will generate increase revenues for the City while maintaining high standards of environmental stewardship.

Engagement: Performance Review of the Financial, Operational and Organizational Conditions of the Company

Description of Services: IntelliWaste conducted a performance review of a confidential private client's disposal operations, in addition to reviewing its corporate management structure. The client was a newly formed start-up company focusing on acquisitions of waste management companies in the Southeastern and Midwestern United States. IntelliWaste conducted the performance review using our proprietary Independent Program Assessment (IPA) methodology as a systematic, diagnostic review of the efficiency and effectiveness of the company's mission. The engagement was segregated into four primary review tasks including:Evaluation of Financial Statements — Review of financial statement reporting formatting, revenue and expenses projections, assets and liabilities ratios, and bond offering documentation Assessment of Operational Efficiencies — Using benchmarking techniques based on propriety research data bases as a measure of operational efficiencyEvaluation of Organizational Structure — We conducted interviews of partners and senior management representatives to ascertain if the current management structure, mission, and goals were adequate to effectively manage the organizationAssessment of Business Development and Marketing Plans — We reviewed information concerning the local and regional markets using competitor analysis techniques, examined forecasts regarding tonnage opportunities, long haul and rail haul capabilities and future acquisition of local companies.The outcome of our study assisted in validating the Company's mission and goals, revised specific landfill operations to increase efficiencies in both labor and materials, and recommended changes to the organizational structure and future business development and acquisition program. Description of Services: IntelliWaste conducted a comprehensive review of solid waste management fees and services for the top 25 U.S. cities (based on population) on behalf of the President and CEO of a confidential private client. Our scope of work included:

San Bernardino County Solid Waste Division, California
Engagement: Review and Analysis of the Burrtec Waste Industries, Inc., Rate Proposal for the West Valley MRF and Transfer Station, Fontana, California

Description of Services: IntelliWaste was retained as an independent, outside consultant that was acceptable to all stakeholders to conduct an extensive analysis of a 15-year financial and operational proposal from Burrtec Waste Industries to direct cities within the County to utilize the Company's transfer station facility in Fontana, California. Our engagement focused on the applicant's financial income statements for capital improvement and annual cost of operation of the transfer station and materials recovery facility (MRF); reviewed the capacity purchase allocation methods; transfer processing fees; transportation rate schedules; and import rate fee methodology.

We completed a deliverable document that formed the basis of continuing negotiations on the subject, and made presentations to County senior management, legal staff, and select Board of Supervisor members. As current negotiations take place, IntelliWaste continues to be relied on by the County Solid Waste Division to facilitate an agreement that is in the best interest of the Solid Waste Division's operating budget.

Engagement: Solid Waste Disposal, Transfer Station and Truck & Garage Alternatives Analysis and Performance Review

Description of Services: IntelliWaste was retained in 1998 by the parent corporation to provide a third-party, outside analysis of this 25,000 customer solid waste collection and disposal company. Our specific charge was to determine the level of service efficiency for all profit centers and recommend changes to increase operational efficiencies and profit margins. A major relocation of the company's facilities was being considered by the client and we were requested to develop economic performance indicators to measure the success of such a venture.

To accomplish our client's goals, we conducted a formal review/audit of all profit center expenses and liabilities and developed financial indicator ratios to measure against other similar franchise operations within the parent company. We performed a comprehensive time and motion study of equipment and personnel at the transfer station and landfill to compare actual efforts against other norms. Management and line staff were also interviewed on the conduct of their duties and organization mission and goals.

The results of our study were employed by the client to perform a major organization and facility restructuring plan, implementation of which has increased dramatically the efficiency and profitability of the company.

Description of Services: IntelliWaste has been engaged since 1998 to the present by various private companies to develop and prepare response to publicly competitive RFPs for franchise agreements related to collection, recycling, and disposal of solid waste. We performed all development of the document authorship, preparation, and submittal on behalf of our clients. Engagement: Financial Audit, Development of a Rate Guide, and Performance of a Rate Review

Description of Services: IntelliWaste supported Deloitte & Touche and assisted Douglas County, Nevada, in developing a rate guide and reviewing the hauler's rate application. The County entered into a long-term franchise agreement with a private hauler and had no formal procedures for handling rate increases and profit allowances. The hauler recently constructed a new transfer station, and has requested a large rate increase and the implementation of mandatory pick-up services. We audited the hauler, reviewed the operation, analyzed the asset base, leasing policies, and cost allocation methodologies in developing a fair collection and disposal rate for County ratepayers. The final product was a comprehensive rate guide and a rate review of the application.

Engagement: Solid Waste System Cost Analysis

Description of Services: Assisted the San Diego County Solid Waste Authority in analyzing the cost to provide solid waste disposal services and develop a viable pricing structure to provide these services. The basis of the analysis was the segregation of costs and capital expenditures into fixed and variable components, including those of current usage, prior usage, and commitment-related costs. Based on this analysis, and data and assumptions provided by the County, our staff developed a solid waste disposal pricing framework that incorporated optional delivery commitment periods, and rates designed to recover jurisdictional responsibility for the NCRRA facility debt obligations and costs associated with historical usage of the system (e.g., inactive landfill maintenance costs and closure/post-closure costs) as specified by the County. According to the proposed rate structure, each jurisdiction's portion of these costs was allocated over the term of their volume commitment, creating a rate schedule which was to provide County non-members an economic, cost based alternative to enter into longer-term commitments or join the County as a member.
King County Solid Waste Management Division, Washington
Engagement: Performance Audit of the King County Solid Waste Management Division, King County, Washington

Description of Services: Completed an objective third-party performance audit of 450 FTE King County Solid Waste Division, Seattle area, Washington. The engagement involved evaluating the organizational structure, identifying and assessing the operational efficiency, and evaluating financial reserve and replacement funds and a request for a system wide rate review. We conducted interviews with management as well as key groups, and performed a benchmark comparison analysis. Following this analysis, we reported on the efficiency and effectiveness of the Solid Waste Division and identified potential areas for improvement including organizational revisions and process issues. Our audit identified 42 areas requiring improvements, all of which were approved by the County Board of Supervisors.
City of Atlanta, Georgia
Engagement: Review of Postclosure Care Costs

Description of Services: While employed with Deloitte & Touche, evaluated the adequacy of the City's postclosure care costs under Government Accounting Standards Board (GASB) No. 18 requirements. The review revealed that the City's postclosure care costs for the Gun Club, Key Road, Cascade Road, and East Confederate Road Landfills appeared reasonable within material limits.
San Diego Solid Waste Authority, California
Engagement: Review of Capital Improvement Fund Budget, Environmental Compliance, Operating and Maintenance Budget, Financial and System Analysis in Support of a $100 Million Municipal Bond Issuance for the San Diego Solid Waste Authority (SWA) JPA

Description of Services: Provided financial and technical review of five-year capital improvement budgets, closure/post-closure funding, staffing and organization performance, operational review of landfills, expansion plans, regional flow control issues and strategies, decommissioning and salvage asset evaluation of the NCRRA facility and prepared reports indicating areas of potential cost savings to the system and increases in staff/management efficiency and support. Directed the initial financial feasibility study of the $100 million Municipal Bond Issuance project, including sensitivity analyses of projected fixed and variable costs, five-year forecasting of revenues under various system tipping fee scenarios, regional competitor studies, analysis of landfill assets and worth, and strategic planning.

Engagement: Acquisition Assistance using Financial Models for Hypothetical Cases of Transfer Station, Transportation, and Disposal Scenarios in the Los Angeles County Area

Description of Services: IntelliWaste was retained by a major waste management company to assist its acquisition effects through the use of our proprietary methods to assess hauling, transfer station, transportation, and disposal cost models in the Los Angeles Basin and surrounding County area. We performed an in-depth survey of current rates for transfer station, and disposal fees with inferred transportation costs from various locations in the greater Los Angeles County area.

Using Internet GIS based systems for accuracy in locations measurements, transportation time and motion models for over 128 locations within the study area were inputted into a custom financial model that performed economic cost/benefit trade-off analyses to find the most cost-efficient transportation and transfer station operating scenarios.

The outcome from this engagement assisted the client in its final acquisition location strategy and formed the basis of structured financial-based metric system decisions.
