Engagement: Feasibility Study for Development of a Landfill to Accept Imported Municipal Solid Waste from Container Ships
Description of Services: In 2007, IntelliWaste was retained to analyze in detail the operational and financial aspects and to perform due diligence for developing the Company’s drying impoundment into a permitted solid waste facility able to accept municipal solid waste from a variety of external sources. Additional beneficial uses of the solid waste stream could include receiving and processing recyclable materials for reuse and sale of commodities, generation of methane gas from the landfill, and potentially a facility to process refuse derived fuel for electrical power generation.Our approach to this engagement was to review and analyze the various components of the project operationally and financially within a framework of a vertically integrated solid waste management system. The operational analysis of this feasibility study was based on solid waste industry operating standards where applicable for transportation of municipal solid waste and disposal thereof. Our financial analysis was based on such industry guidelines as the United States Environmental Protection Agency publication EPA 530-R-95-041, “Full Cost Accounting for Municipal Solid Waste Management”. In addition, we employed various operational and financial models using proprietary methods developed by IntelliWaste for similar projects to test sensitivity to key conditions, which were measured against criteria and goals established by the Company.
