Engagement: Review of Capital Improvement Fund Budget, Environmental Compliance, Operating and Maintenance Budget, Financial and System Analysis in Support of a $100 Million Municipal Bond Issuance for the San Diego Solid Waste Authority (SWA) JPA
Description of Services: Provided financial and technical review of five-year capital improvement budgets, closure/post-closure funding, staffing and organization performance, operational review of landfills, expansion plans, regional flow control issues and strategies, decommissioning and salvage asset evaluation of the NCRRA facility and prepared reports indicating areas of potential cost savings to the system and increases in staff/management efficiency and support. Directed the initial financial feasibility study of the $100 million Municipal Bond Issuance project, including sensitivity analyses of projected fixed and variable costs, five-year forecasting of revenues under various system tipping fee scenarios, regional competitor studies, analysis of landfill assets and worth, and strategic planning.
