Engagement: Review and Analysis of the Burrtec Waste Industries, Inc., Rate Proposal for the West Valley MRF and Transfer Station, Fontana, California
Description of Services: IntelliWaste was retained as an independent, outside consultant that was acceptable to all stakeholders to conduct an extensive analysis of a 15-year financial and operational proposal from Burrtec Waste Industries to direct cities within the County to utilize the Company's transfer station facility in Fontana, California. Our engagement focused on the applicant's financial income statements for capital improvement and annual cost of operation of the transfer station and materials recovery facility (MRF); reviewed the capacity purchase allocation methods; transfer processing fees; transportation rate schedules; and import rate fee methodology.
We completed a deliverable document that formed the basis of continuing negotiations on the subject, and made presentations to County senior management, legal staff, and select Board of Supervisor members. As current negotiations take place, IntelliWaste continues to be relied on by the County Solid Waste Division to facilitate an agreement that is in the best interest of the Solid Waste Division's operating budget.
