Engagement: Financial and Operational Review of the Arcata Community Recycling Center and Development of an Operational Contract
Description of Services: IntelliWaste has been continuously retained since September 2009 to conduct an operational and financial analysis of the Samoa Recycling Center, a non-profit material recovery facility serving the general Humboldt County area. Our scope of work included conducting an operational efficiency review of the facility; a financial analysis of the Company’s revenues and expenses to determine what the tipping fee impacts could occur if the HWMA entered into a multi-year operational Agreement with the facility or decided to purchase the MRF. Work included a refunding Bond analysis of the Authority’s Bonds in the event the HWMA purchased the facility. We also developed an operating Agreement in the event the Authority entered into a contractual arrangement with the facility. A presentation was made by IntelliWaste to the Authority Board on March 2010; the issue is currently under review by the Authority. We are currently engaged as of May 2011 to assist the Authority in the preparation of a request for Proposal (RFP) for transportation and processing of recyclables for the Authority’s Member Agencies jurisdictions. We are responsible for all aspects of preparation of the RFP, and recommendations of the final vendor.
