Engagement: Review of Collection Rates and Operational Performance of Vacaville Sanitary Service (VSS) and Solano Garbage Company (SGC) for the County Board of Supervisors
Description of Services: IntelliWaste was retained in October 2003 to perform a review of the rates and operational performance of Vacaville Sanitary Service (VSS) and Solano Garbage Company (SGC). IntelliWaste's scope of work included analyzing the financial statements, the rate application, and budget for fiscal year 2003, other financial schedules, and supporting documentation and assumptions of VSS and SGC. Determined appropriate bases and methodologies for allocating expense items; identified budget variances and their sources, evaluated them against projections and assumptions, and addressed problematic items appropriately; performed detailed verification procedures to analyze each company's expenditures, revenues (by source), asset allocations, and reported results; provided an opinion to the accuracy and reasonableness of the current rates charged by each company; recommended procedures to analyze future rate applications from the companies; and prepared a revised service agreement. IntelliWaste also prepared two Service Agreement contracts to detail service requirements, terms, conditions and rates for a 10-year period.
