Engagement: Bi-Annual Regulatory Rate Review, Evaluation of Automated Collection, Curbside Recycling and Yard Waste Programs, and Material Recovery Facility (MRF) RFP Development
Description of Services: Since 1996 through the present (2010), IntelliWaste has assisted the City of Vacaville on the rate review of the franchised solid waste hauler that includes:

• Analyze audited and interim financial statements, the franchisee rate application and budget, other financial schedules, and supporting documentation and assumptions;
• Determine appropriate bases, metrics and methodologies for allocating expense items;
• Identify budget variances and their sources, evaluate them against projections and assumptions, and address problematic items appropriately;
• Perform verification procedures to analyze the company’s expenditures, revenues (by source), asset allocations and report results;
• Review and test allowable costs including inside City limits (ICL) and outside City limits expenses;
• Attest to the accuracy and reasonableness of the proposed rate increase or decrease proposed by franchise.

We are also provided financial and technical consultation to the City for the selection of a vendor to construct a 450 tpd Materials Recovery Facility (MRF). IntelliWaste prepared the bid/RFP document, analyzed proposal responses, and prepared a formalized ranking process along with developing a Contract Agreement. We also assisted the Public Works Department in the preparation of a Closure and Post-Closure Plan for historical waste placed beneath a major City property. Using our extensive expertise in guiding City staff, the client saved significant monies by internalizing the work instead of retaining an outside engineering firm.
