Engagement: Landfill Economic Feasibility Study; Master Planning City Solid Waste Collection and Transfer Station System
Description of Services: We have been engaged in 2008 to assist the City in a top to bottom operational and economic analysis of the City’s solid waste system including collection, transfer station/recycling and Landfill services. Our guidance and recommendations are resulting in the City reducing operating expenses, improving operational efficiency and robust planning for the future. We have also provided litigation support in development of a new customer contract for users of the facility. We have also developed a revised disposal contact agreement with the site’s principal customer on behalf of the City.
IntelliWaste performed an Economic Feasibility Study of a waste import proposal from a private company for non-exclusive landfill dumping authorization at the City of Fallon Russell Pass Landfill during 2003-2004. IntelliWaste was retained by the City to analyze the financial and operational aspects of the proposal including transportation analysis from the private company and to provide the City with guidance in this matter. Specifically, the work involved a review of the City’s financial pro forma for acceptance of additional solid waste from the company to ensure that the City is made whole from this material change in the Landfill operations. IntelliWaste also assisted the City in crafting a customer service contract that stipulated the legal and operational terms and conditions for use of the facility. The outcome of this work was a successful private-public partnership arrangement that turned a marginal rural landfill in to a future major disposal facility.
IntelliWaste prepared an update in 2009 to the Solid Waste Management Plan (SWMP) submitted jointly by the City of Fallon (City) and the County of Churchill (County) to the Nevada Division of Environmental Protection (NDEP) in accordance with Nevada Administrative Code (NAC) 444.658. This Plan requires each municipality to submit a plan for approval to NDEP which comprehensively describes the current management of solid waste within the borders of the jurisdiction. The City of Fallon (an incorporated City of Churchill County) and Churchill County have established a relationship in which the City and County are jointly responsible for solid waste management within the jurisdictional area, although there is no formal written agreement to this effect. The SWMP prepared by IntelliWaste identifies the procedures and implementation steps the City and County are taking to comply with current regulations pertaining to the management of solid waste collection, recycling and disposal activities within the jurisdiction. The SWMP is intended to serve as a working document to help guide the City and County to progress in meeting the goals of the Solid Waste Management Plan.
