Engagement: Settlement Negotiations and Contract Agreement Support for the City of Avenal Landfill with a Confidential Operator; Preparation of a Response for Proposal for the Operation of the City of Avenal Landfill
Description of Services: IntelliWaste, Inc. has been retained by the City of Avenal since October 1999, through legal counsel Farley, Seng & DeSantos to determine a fair and reasonable cost per ton for delivery of solid waste to the City of Avenal Landfill with a confidential Contractor.
The cost for disposal (tipping fee) which the City will charge is based on the fully loaded cumulative expenses to process the anticipated volumes of solid waste from the Contractor over the term of the contract agreement period which is initially established as 10 years. IntelliWaste has employed financial accounting methods known in the waste management industry as "Full Cost Accounting" (EPA 530-R-95-041) to ensure that the City is properly compensated for its cost of doing business with the Contractor.
Our tasks include implementing a systematic approach for identifying, summing and reporting the actual costs of solid waste management, taking into account past and future outlays (capital improvements), oversight and support service (overhead), and operating costs.
In 2001, IntelliWaste assisted the City in a competitive procurement contact for long term operations of the City landfill. IntelliWaste designed and prepared the bid/RFP document, conducted propose workshops and meeting, analyzed proposal submittals and ranking using a formal ranking methodology. The outcome of the engagement was a successful procurement process and public-private arrangement and finding a landfill operator that will generate increase revenues for the City while maintaining high standards of environmental stewardship.
